Weak Signals

In high-risk offshore environments, incidents rarely come out of nowhere. More often than not, the warning signs are there—they’re just subtle, easy to overlook, and often normalised over time. Vantage Drilling recognised this and launched a company-wide initiative to tackle the issue head-on: the Weak Signals Campaign.
Delivered in partnership with Reuzer, the campaign was designed as a focused two-week programme, using short, impactful videos to shift how crews think about safety in real time. The objective was clear—help teams identify when work is beginning to drift from the plan before it escalates into an incident.
Vantage already has a strong, proactive safety culture, with robust planning processes and tools like PJSM (Pre-Job Safety Meetings) and the Step 8 Work Process embedded across operations. But this campaign set out to strengthen that approach even further—by addressing the often-overlooked space between leading and lagging indicators. That’s where weak signals live.
Reuzer developed a series of concise, punchy videos—released across week one and week two of the campaign—designed to hold attention and deliver clear, actionable messages. Working closely with copywriter Sarah Herman, the scripting was intentionally kept short, sharp, and highly relatable, ensuring the content resonated with offshore crews without losing technical accuracy.
At the core of the campaign is a simple but powerful idea: the rig is always communicating—through people, processes, equipment, and systems—and it’s up to the crew to recognise what it’s saying.
The first phase focuses on awareness, introducing weak signals as an “early warning system” that sits between everything operating as expected and a full incident. Rather than relying on theory, the content is grounded in real examples from Vantage’s fleet—highlighting how small deviations, like skipping procedures or tolerating equipment issues, can quietly become the norm.
To make this practical, the campaign is structured around four categories of weak signals: human and behavioural, operational, technical and equipment, and organisational. This framework gives crews a clear lens to assess risk as work unfolds.
Crucially, the campaign is fully integrated into Vantage’s existing safety systems. Weak signals are positioned as indicators that one or more Step 8 Work Process barriers may be weakening—reinforcing that safety isn’t just about planning well, but staying aligned while the job is in progress.
All campaign content is delivered and tracked through the Reuzer platform, allowing Vantage to roll out the initiative across its global workforce, monitor engagement, and ensure consistent messaging at scale.
The second phase of the campaign builds on this foundation, introducing a structured response pathway—giving crews the confidence not just to spot weak signals, but to act on them.
By focusing on the small signs that precede incidents, the Weak Signals Campaign strengthens an already proactive safety culture—encouraging teams to stay alert, challenge normalised risk, and intervene early.
Because offshore, the difference between “everything’s fine” and a serious incident is often just a weak signal away.
